DEHRADUN: The Chief Minister of Assam visited the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie to take part in an event for the Indian Administrative Services officials. During his speech, Himanta Biswa Sarma mentioned the need of empowering the districts across the country to achieve the overall development of the country.

Himanta Biswa Sarma was present for the valedictory programme for the 14th round of Phase-V training for the mandatory Mid-Career Training Programme for the Indian Administrative Services officers from different parts of the country.

Speaking on the occasion, the chief minister mentioned that in an earlier conference of the chief secretaries, Prime Minister Narendra Modi had enquired if the districts can be made the fulcrum of administration, instead of going on keeping the states as the functioning units. He added that the state government of Assam have already started a process to implement this new concept and details regarding the same are expected to be finalised in the coming days.

"We have started something new in Assam. We have listed out all the functions of deputy commissioners and then we have decided to stop all his functions in next six months. I think the nation has already lost lot of good resources because we have IAS officers busy with work which could have been easily by any circle officer," said the chief minister of Assam.

He also mentioned that once the idea is implemented, the deputy commissioner will function like the chief secretary for the district he is incharge of. He will be responsible for the revenue, social sectors, infrastructure development and all other necessary services. In order to ensure that all the districts perform at par, they will compete with each over with respect to every sector.
