Guwahati: The Assam government on Friday introduced a special scheme named Chief Minister's Scheme for Public Emergency (CMSPE) that will be used by the public as a means of compensation to the victims faced by various natural disorders and uncertain accidents and situations.

In this regard, the state government issued a notification that states that the scheme shall be used for the purpose of compensating losses of citizens caused by various misfortunes and natural as well as unnatural accidents.

''The CMSPE funds will be utilized solely under chief minister's secretariat and it would be placed at annual state budget as chief minister's grant as a means for the usage of public emergency,'' the notification added.

The logic behind the scheme is to keep money available for public emergency uses without wasting any precious time during the course of an emergency.

The process of this monetary cycle will be executed through the ceiling route after getting the finance department's concurrence and shall be made available in the savings bank account of a public sector bank run by the Chief Minister of Assam. At the year-end, the interest received by it shall be returned to the government exchequer.

As said earlier, the funds from this scheme will be used for various compensation purposes resulting due to natural, accidental calamities and conflicts where the regular money generation or the income is not available or adequate.

The funds shall also be used for providing monetary awards for exceptional services performed by individuals or any public servant and shall provide financial support towards sports, cultural, and academic icons as well as person bringing laurels to the state and different organizations for workshops, seminars, festivals, etc.

Likewise, the funds are told to be uplifting the infrastructural works for the social, cultural, and academic institutions that were not getting or covered under regular schemes of the government, the guidelines of the CMSPE reads.

This scheme will be implemented by the chief minister's secretariat and the funds will be released after the approval of the chief minister himself.
