Assam Cabinet approves policy to make DC offices’ administrative fulcrum

GUWAHATI: To make the offices of deputy commissioners fulcrums of state administration, the State Cabinet approved a policy in this regard today. The Cabinet also decided to declare the results of third- and fourth-grade examinations on May 3 and 4, respectively.

Briefing the media after the Cabinet meeting, Minister Jayanta Mallabaruah said, "The approved policy will make the deputy commissioners’ offices witness a massive administrative overhaul that will make them economic units as well. The implementation of this policy will ensure the deployment of the right number of officials, like additional deputy commissioners, circle officers, extra assistant commissioners, superintendents, and others, in the district administrations at any given moment. The purpose is to ensure that no work should remain pending on the pretext of a dearth of officials."

Mallabaruah said, "Like the SPs, the government will also evaluate the performances of the deputy commissioners. With a view to shedding the workloads of deputy commissioners, some of the work has to be disposed off at the ADC and circle officer levels."

A few days ago, Chief Minister Himanta Biswa said, "The evaluation will be done on the basis of performance with plus and minus markings. And this will be part of the assessment for their annual confidential reports (ACRs). Efforts will be taken into account that may not translate into results, but no excuse for diversional tactics will be tolerated."

On other decisions of the Cabinet, Mallabaruah said, "The state has five mini ITIs (Industrial Training Institutes) with 170 contractual employees. The Cabinet today decided to increase their fixed pay by three percent annually. The Cabinet gave administrative approval for Rs 614 crore for the construction of Tinsukia Medical College. On May 11, the government will provide appointment letters for 50,000 third- and fourth-grade posts to join for duty on June 1, 2023."
