GUWAHATI: The Cabinet today approved the Assam State Township Policy 2023 with the aim of building planned townships in the state, reducing the viva voice marks for the APSC, etc.

The township police will regulate and guide the growth of urban areas in a systematic and organized manner. Without such a policy, cities and townships may experience haphazard development, leading to issues like congestion, inadequate infrastructure, and environmental degradation.

According to this policy, a builder can erect townships on only 60 percent of his plot and leave 30 percent for roads. Ten percent of the flats erected in such townships will have to be reserved for economically weaker sections.

Under the Mukhyo Mantrir Awas Yojana-Gramin, the government will erect 1.30 lakh houses for homeless people in line with the Pradhan Mantri Awas Yojana (PMAY). Ten percent of such houses will be constructed on tea garden labour lines.

The Cabinet also approved the draft development scheme for the setting up of a township on a 900-bigha plot at Palasbari. The government will take its final decision on the draft scheme only after public hearings.

The existing marks for viva voce in the APSC mains are 275. The Cabinet has decided to reduce it to 180 to strike a balance between the written examination and the viva voce. It took the decision based on a ruling of the Supreme Court of India.

The Cabinet also decided to restore the famous 'bulbuli fight' of Hajo under a standard operating procedure (SOP). The Supreme Court of India did ban 'bulbuli fight' two years ago.

The Cabinet decided to provide land pattas to 1,540 indigenous landless families in 13 districts of the state.

The Cabinet gave administrative approvals for the construction of a sports complex at Chandrapur and the establishment of an old-age home and childcare institution at Boko, with a combined cost of Rs 205 crore. It also approved the draft Guwahati Central Area Local Area Plan to make provisions for redevelopment and upgrade infrastructure facilities and open spaces, ensure better connectivity to each plot, and ensure optimum utilisation of urban lands in Guwahati.

The Cabinet approved 197 proposals for dereservation of VGR and PGR lands and reservation of equivalent quantum of land as VGR and PGR for settlement to landless indigenous families of seven districts.
